New connection panel doesn't get panel header if its the only one or is moved

      Description

      View -> Add Connection Panel

      The new connection panel doesn't get a panel header if it's the first panel created. Or even if there is another panel already, then if you drag the new panel to a different part of the screen, like putting it at the bottom, then it loses it's Panel header and can't be manipulated further.

      I'm using v1.70 Beta 2 Portable.
